What *exactly* deducts appeal chances?

So, I have some questions about the appeal system that are bugging me.
- Do mute appeals consume chances?
- If you get told to re-appeal (instantly due to poor writing or after a set period) and then do that, will that consume 2 chances?
- What will exactly happen when you're out of chances?

1) Mute appeals do not consume ban appeal chances.
2) It will consume 2 chances, yes.

In most cases there is a three appeal limit, although there have been a few historical exceptions. Any appeal past the third requires a 100% unanimous approval by a multi-admin panel (lead by the server owner) to judge the case. The owner reserves the right to automatically deny appeals past the third.
